WORKING HOURS

All offices in Warsaw work on Mondays from 8:00 to 18:00, and from Tuesday to Friday from 8:00 to 16:00.

 

TYPES OF OFFICES IN WARSAW

In each district of Warsaw operate offices providing different services to their citizens:

District Office – i.e. temporary or permanent registration of residence, council flat rental,

Registry Office – registration of child’s birth, marriage or other issues connected with a change of marital status,

Social Welfare Centre/ Social Assistance Centre – here is the place where people facing hard living conditions may receive appropriate support (material or non-material, food, clothing, or a place in a shelter),

Revenue Office/ Tax Office – institution responsible for taxes.

PESEL (this is the abbreviation for Universal Electronic System for Registration of the Population.) - it is an 11-digit, constant numeric symbol that uniquely identifies a specific individual. PESEL is suitable for, inter alia, persons residing in Poland for permanent or temporary stay lasting more than three months. This number is crucial in many situations such as in the offices and when using Polish health service.

NIP (VAT Identification Number) - a 10-digit number required to identify entities paying taxes in Poland.

ZUS (Social Security) - it is a state institution providing the social insurance in Poland (pensions, retirements, etc.)

NFZ (National Health Fund) - it is the national body responsible for managing the contributions for compulsory health insurance. NFZ logo are designated facility offering medical services in the public health service.

Resident registration - a registration in the municipal office of the person's place of stay. Registration of residence can be made for a temporary stay of three months, a temporary residence for a period longer than three months and permanent stay.

The residence card is a document confirming the identity of a foreigner living in Poland. Issued to persons who have obtained a residence permit for a fixed period, permit or EC long-term resident permit to settle. The residence card (along with a valid passport) entitles you to multiple-Polish borders crossing without having to obtain a visa.

ID card is a document of identity of a person holding Polish citizenship; the document entitles the bearer to cross the borders between the Member States of the European Union.

The Department of Foreigners of the Mazovia Voivodeship Office, located at 5 Długa St, is the central place in Warsaw for those who need to complete formalities necessary to legalise residence, to obtain a residence permit for a fixed period, a permanent residence or an EU long-term residence permit. It is also the place where you can extend a visa or an invitation; replace a residence card; have a Polish foreigner’s travel document issued or replaced; register residence or EU permanent residence.

The Office is open from 10 a.m. to 5.30 p.m. on Mondays and from 8 a.m. to 3 p.m. on Tuesdays, Thursdays and Fridays. The Office is not open to customers on Wednesdays!

Guide to the Office ‒ where to submit documents related to:

1) a residence permit for a fixed period, a permanent residence or an EU long-term residence permit - Section of the Legalisation of Residence, 2nd floor, the rooms no. 52-57.

Attention: In an e-mail, you should provide your phone number. If you wish to obtain information about pending proceedings, you should give the number of the case starting with WSC-II.

An appeal against a negative decision on issuing a residence permit for a fixed period, a permanent residence or an EC long-term residence permit should be submitted to the mailroom in the room no. 6 (next to the guard’s desk). The letter should be addressed as follows:

4) registration of EU permanent residence –Section of the Legalisation of Residence II, rooms no. 42-43

In order to obtain information concerning the registration of EU permanent residence, you can call (22) 695 67 52.

Attention: an application for the registration of EU permanent residence should be submitted in person. In other cases, if a foreigner cannot submit the documents to the Office in person, he or she may

  • submit the documents to the Registry Office of the Mazovia Voivodeship Office, pl. Bankowy 3/5, the room no. 39, entrance B; office hours: 8 a.m.- 4 p.m., from Monday till Friday. Attention: documents submitted to the main mailroom are neither verified nor certified to be true copies of the originals.

Ticket system

In order to complete formalities at the Department of Foreigners, you should take a ticket and wait in a queue (your ticket number will appear on a screen). Below you will find some practical guidelines on the system.

A person can take only one ticket of a given type at a time.

If you wish submit an application for a residence permit for a fixed period of time, permanent residence or EC long-term residence permit, take a ticket with a letter “D.” In order to take a ticket “D,” you should present:

  • a filled-out application form
  • the travel document or residence card held by the applicant
  • legal representatives should present a valid power of attorney with a correspondence address and the foreigner’s signature, identical to the specimen signature in the travel document and application
  • in the event more than one legal representatives have been granted a power of attorney, a letter of attorney should specify who of the representatives shall submit documents in a given case:

If you wish to obtain a decision, take a tickets with a letter “B.”

If you want to obtain a residence card, take a ticket with a letter “C.”

If you want to obtain a stamp confirming the submission of an application for a residence permit for a fixed period, permanent residence or EC long-term residence permit, take a ticket with a letter „W.”

In order to take a ticket with a letter „B” or „C,” you should present:

  • information about the date of the receipt of the decision or residence card
  • your travel document or residence card

Legal counselling

In the Department of Foreigners, you will find also an information desk of the Association for Public Information, operating during the office hours. You can obtain legal aid also in the seat of the association and other non-governmental organisations operating in Warsaw.

How to get to the office?

The Department of Foreigners, at Długa 5, is located within a walking distance from Plac Bankowy, a major public transport node, with buses, trams and underground plying there (the station Ratusz Arsenał). In order to plan a journey from a given place in Warsaw to Plac Bankowy, you should go to the website of the ZTM (Public Transport in Warsaw) or jakdojade.pl to find connections.
